Indonesia Implements Restrictions on Children's Access to Social Media

Indonesia prohibits access to certain social networks for those under 16 years old.

Indonesia has begun enforcing new government regulations as of Saturday, prohibiting children under the age of 16 from accessing digital platforms that may expose them to inappropriate content such as pornography, cyberbullying, online scams, and addiction. This regulation, approved earlier this month, makes Indonesia the first country in Southeast Asia to establish such a ban for youth.

A Gradual but Ambitious Measure

Indonesia's Minister of Communication and Information Technology, Meutya Hafid, explained that the ban will be implemented gradually until all platforms comply with the new rules. "The government has instructed all digital platforms operating in Indonesia to immediately adapt their products, features, and services to comply with the regulations. There will be no compromise on compliance, and every business entity operating in Indonesia is required to adhere to Indonesian law," she stated.

This new regulation affects approximately 70 million children in a country with nearly 280 million inhabitants. The platforms involved include giants like YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and Roblox. Authorities have identified high-risk platforms based on their potential to expose children to strangers, potential predators, harmful content, and data security scams.

Reactions from Families and Experts

For some children, the impact of this measure is mixed. Maura Munthe, a 13-year-old who spends about four hours a day on social media and online games like Roblox, feels ambivalent: "I feel a bit 50-50 about this new government rule, but I generally agree with it." However, her classmates fear losing the entertainment and leisure activities they are accustomed to. She adds, "There are always other games on my phone, not just the online ones. I will probably play more alone or hang out with my friends."

Her mother, Leni Sinuraya, believes the government's decision is beneficial for Indonesian children. "Parents have lost control - and social media platforms have taken over," she explains. According to her, young people have become so dependent on their phones that they cannot do without them, even during meals: "Nowadays, when you see children in a restaurant, they have a phone in front of them. It's clear they are addicted. They won't eat unless you give them a phone, and they throw a tantrum if you don't."

Diena Haryana, founder of the Semai Jiwa Amini (SEJIWA) foundation, which works for the safety and protection of children online, also praised the initiative while calling for a balanced approach. "Studies have shown that children's use of social media can impact their mental health and trigger anxiety and depression," she stated. However, she also reminds us that digital platforms offer learning opportunities: "We must remember that they need to learn to use this digital technology at the right time, at the right age, and with the right guidance."

Haryana added that the impacts of these restrictions will only become evident once the measure is in place. She anticipates complaints from children and some confusion among parents. "It is essential for parents and schools to encourage children to interact with the real world and make it fun for them. And there is so much to explore in the real world."

Response from Digital Platforms

Few platforms have responded so far to this new regulation. On its dedicated online safety page in Indonesia, X (formerly Twitter) states that the minimum age required for its users in the country is 16, in accordance with local law. "This is not our choice - it is what Indonesian law requires," reads the page.

YouTube, owned by Google, stated that it supports the Indonesian government's efforts to develop a risk-based framework to address online dangers while preserving access to information and digital opportunities. For its part, TikTok indicated that it would take necessary measures to comply with regulatory expectations and enhance the safety of the Indonesian community on its platform. "We will continue to engage constructively with the Ministry of Communication and Information Technology as part of the self-assessment process, and we expect the regulation to be applied fairly and consistently across all social platforms," the company stated.

A Global Trend in Online Safety

This initiative is part of a global trend aimed at protecting children from the dangers of social media. Last December, Australia banned access to social media platforms for children, resulting in the removal of 4.7 million accounts deemed to belong to minors. Other countries like Spain, France, and the United Kingdom are also considering similar measures to limit youth access to unregulated content.

Although the challenges of enforcing these new rules are numerous, Meutya Hafid remains determined: "This is certainly not an easy task. Nevertheless, we must take action to save our children."
